Government of Liberia Receives FreeBalance Public Financial Management Award of Excellence for Change Management
Recognition for project change management presented to FISC conference attendees from Liberia
Ottawa, Canada (January 20, 2012) – FreeBalance, a leading vendor of Government Resource Planning (GRP) software, is pleased to announce the presentation of the FreeBalance Public Financial Management Award of Excellence to the Government of Liberia for Change Management in a GRP project, represented to the FreeBalance International Steering Committee (FISC) delegation from Liberia. FreeBalance Awards of Excellence were presented at the FISC that took place from January 16-18, 2012 in Istanbul, Turkey.
“Many experts point to resistance to change as the most difficult internal challenge in government management,” said Manuel Pietra, President & CEO of FreeBalance. “Change Management by the Government of Liberia is second-to-none. This has been one of the smoothest partnerships that we have experienced in over 25 years of business.”
The Government of Liberia selected FreeBalance Accountability Suite to act as the the GRP system in 2010 after a competitive bid process. The software is to be implemented in five sites with FreeBalance Public Financials Management, Government Performance Management, Public Expenditure Management and Civil Service Management functionality. The Liberia Integrated Financial Management Information System (IFMIS) was launched by President Ellen Johnson Sirleaf of Liberia in July 2011. President Sirleaf stated: “Liberia can now stand shoulder to shoulder with many countries, far and near, and can boast of a robust public financial management system with attendant budget efficiency capabilities and optimum controls.”
The GRP scope of the Liberia IFMIS was significant for a post-conflict country. Nevertheless, the implementation was rolled out smoothly, thanks to the highest level of political support and good project management processes practiced by the Government of Liberia. Change Management is the discipline of helping employees to accept and support process and organizational change. It is also leveraged to adjust scope to better meet user requirements.
The GRP software was put into production on time and on budget. Additional phases are expected ending in 2016. This achievement is in contrast to the majority of IFMIS projects in Africa that have failed to meet functionality or time objectives. Some projects, in more advanced countries than Liberia, have been abandoned.
The Government of Liberia leveraged good practices in Change Management through internal marketing and communication campaigns, fun events, project countdown, and training. This resulted in excitement among Liberia public servants for improved governance.
About the FreeBalance Public Financial Mangement Awards of Excellence FreeBalance recognize government customers who have achieved significant improvements in Public Financial Management (PFM). Presented every two years at the FreeBalance International Steering Committee meetings, the awards recognize important governance milestones.

FISC provides an interactive forum to exchange Public Financial Management (PFM) good practices among international customers and PFM thought leaders.
