This presentation will describe how developing nation governments have the opportunity to ‘leapfrog’ over more developed countries by leveraging technology to improve government transparency. Transparency is enabled through the use of open systems. This can help developing countries leap ahead of developed countries in providing on-line transparency. The Timor-Leste Transparency Portal will be used as a case study for government transparency and open systems.
