Project Manager

As Project Manager, you will have the opportunity to contribute to our on-going success by providing effective project management leadership for on-going Public Financial Management reform for countries around the world. You will be responsible for managing the entire customer lifecycle for the implementation of FreeBalance Government Accountability Software using solid project management principles and methodology. Project goals will be achieved by engaging and effectively communicating with stakeholders at all levels of government, as well as our partners, subcontractors and senior management. You will provide effective leadership and oversight to our project team comprised of business and technology subject matter experts, to deliver quality and timely solutions and achieve customer satisfaction. You will draw upon your business matter knowledge and experience of implementing ERP product solutions to design, configure, implement, test and deploy the FreeBalance Government Resource Planning solution. You will work with the Sales team to provide insight and guidance to customer account management, including identifying and qualifying opportunities, assisting with proposal preparation, and serve as a subject matter expert for meetings and demonstrations, related to the areas of project management, public financial management, and our FreeBalance product offering.

Main Responsibilities:

  • Responsible for the project management of projects of FreeBalance Accountability Suite by applying effective project management leadership skills to direct all phases of projects from inception through project completion
  • Manage day-to-day operational aspects of the project, including meeting the project schedules, defining and directing resource plans, and ensuring that accurate, timely and quality deliverables are submitted
  • Ensure that projects are executed in compliance with our Project Management and Implementation Methodology, in accordance with contractual commitments
  • Direct project activities, manage change control and risk mitigation processes, and report regularly to senior management on project progress and financial status
  • Define resource plans, track actuals vs budget, forecast cost to completion and support the process for project profitability, revenue, margins, charge rates and utilization. Manage projects to achieve target scope, schedule and cost
  • Manage day-to-day customer interactions, including setting and managing customer expectations, facilitating effective customer meetings and reviews, and issuing regular Progress Reports
  • Hold regular status meetings with our project team, fostering a results-oriented team environment
  • Provide mentoring for project team members on project management best practices and PFM solution delivery, inspiring them to attain project goals and pursue excellence
  • Utilize your intimate understanding of the government structure, financial budget and controls, government reporting requirements and overall objectives related to financial management reform
  • Use your experience in government business practices and processes, utilizing recognized accounting and donor standards to form the basis of the proposed FreeBalance solution
  • Provide government domain expertise in public financial reform including chart of accounts design and reporting, purchasing, revenues, treasury management, assets/inventory, HR/payroll, government portals
  • Provide hands on expertise and general understanding of the FreeBalance software solution to meet the customer’s business practices/needs
  • Direct all phases of the implementation from planning, requirements gathering and gap analysis, configuration of software and data migration, user acceptance testing, training and capacity building, go live in production and post-implementation support
  • Possess thorough understanding of our FreeBalance Government Accountability Software capabilities in order to demonstrate the features and benefits to customers and stakeholders
  • Identify business development and marketing advantages for specific project, country or region
  • Identify and nurture add-on sales opportunities or new opportunities as they relate to a specific project, country or region
  • Leads proposal preparation including completing scope/statement of work, project schedule and level of effort (LOE) assessments
  • Works with the Sales VP/Manager and other parties during the contract negotiations and award period
  • Maintain strong and positive relationship with government representatives and government officials that foster customer trust and referenceability

Education and Experience:

  • University Degree in Business Administration, Financial Management, Public Accounting, Economics or equivalent
  • Professional designation in Project Management, Public Management, or Financial Management
  • Ideal candidate will have General Experience of at least 7-10 years in Public Management or consulting to government
  • Must have solid understanding of project management methodologies and techniques, with over 7 years proven project management experience in the implementation of ERPs
  • Must have implemented 2 ERP projects in the public sector, at the national, state and/or municipal levels
  • Must have strong leadership qualities and organizational skills, with the ability to control changes in priorities, assignments and provide accurate status updates

Software Development Team Leader

Under the general direction of VP of Research and Development, the hands-on Software Development Team Leader coordinates the assigned development team and interacts with product management, quality assurance, professional services and customer support. This individual uses leadership skills to supervise and mentor the development team and to provide complete and timely follow-up to development issues.

Main Responsibilities:

  • Provide leadership and oversight to motivate the development team to achieve results utilizing their potential
  • Coordinate development team’s activities to optimize to deliver releases on time and on budget and actively participate in all phases of the development process

Public Financial Management (PFM) Trainer

As a Public Financial Management (PFM) Trainer at FreeBalance you will be responsible for designing, preparing and delivering high quality PFM certification training to FreeBalance customers around the world. The PFM training is part of the certification program aimed at supporting the professionalization of the global PFM community. The PFM Trainer will work with certification bodies to support activities such as preparing, administering assessments, providing constructive feedback to students and developing regional and country-specific PFM training material.

Main Responsibilities:

  • Plan and prepare high quality PFM course material and deliver course sessions to international students
  • Review the outcome of the delivery of courses, take action to rectify any weaknesses identified, and update the course material, if required
  • Prepare high quality assessments including tests and assignments, where appropriate
  • Support the development of regional and country-specific PFM training material
  • Mark assessments providing students with detailed constructive feedback on performance, ensuring the key learning points for students are clearly communicated for successful certification

Accounting Manager

As the Accounting Manager at FreeBalance, you will manage, from a corporate accounting and reporting perspective, multiple complex projects. The Accounting Manager is responsible for all areas relating to accounting functions and financial reporting. The Accounting Manager is also expected to make recommendations to the Chief Financial Officer (CFO) and Director of Finance & Controller (DFC) for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial reporting. The Accounting Manager works closely with the DFC to supervise the FreeBalance accounting staff and is indirectly responsible for oversight of the A/P and A/R and general accounting functions. This position must meet tight deadlines and a multitude of accounting activities including general ledger preparation and financial reporting.

Main Reponsibilities and Duties:

  • Be responsible for the monthly preparation of consolidated financial statements to meet reporting deadlines to management, banks, Board and other stakeholders
  • Apply a thorough understanding of the financial reporting and general ledger structure
  • Ensure an accurate and timely monthly, quarterly and year end close
  • Ensure the timely reporting of all monthly financial information
  • Contribute or be responsible for producing accurate semi-monthly cashflow projections
  • Monitor and analyze department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy
  • Interface with other departments to verify transaction reporting data and issues
  • Advise staff regarding the handling of non-routine reporting transactions

Product Consultant

As a Product Consultant, you will have the opportunity to contribute to our on-going success by delivering quality and timely implementation support and services for on-going Public Financial Management reform for countries around the world. During the implementation of our FreeBalance Accountability Suite with our customers you will draw upon your business and government expertise of implementation of ERP solutions to design, develop, implement, test and deploy the FreeBalance Government Resource Planning solution. You will be well versed in accounting principles and standards such as IFRS, IPSAS, Government-wide accounting policies and best practices, with extensive ERP product knowledge, and applying technology to transform government business operations. Key to this position is the ability to transfer knowledge and skills to government staff to enable capacity building and in assisting government organizations with change management best practices in transitioning their Public Financial Management practise. You will also work with multiple stakeholders within the government ministries and agencies including the central bank to enable automation of key business processes.

Main Responsibilities:

  • Provide expertise and knowledge of multiple functional areas of expertise, with hands-on experience with the FreeBalance Accountability Suite and its solutions
  • Manage customer expectations and advocate FreeBalance product solutions

Main Responsibilities:

  • Design complete suite of Technical architecture using the FreeBalance Government Resource Planning Suite for Implementation of Public Financial Reform projects
  • Design networks with the appropriate levels of security to enable end user access to the FreeBalance Accountability Suite
  • Specify and Deploy both Hardware and Network products for Government Data Centres
  • Understand proposed solution and provide technical expertise in executing same using tools and techniques that are open source based
  • Perform performance, load, and stress using open source tools during deployment of FreeBalance Accountability Suite
